Faction administration buildings are pretty special. Essentially, they're buildings built on planets that claim that planet for a particular faction. For a look over how they work and what factions do with them, see here.

In a sentence, the Oracle is a special, stationary building that allows players to trade in 100 influence for information on how they rank in the universe on a particular skill (e.g. Tactics, engineering etc) - the skill in question changes every day. It is cloaked in the same way that player cloaking works - it can only be seen once you're on top of it... Quite how it does this has been a subject for debate for many decades. Pilots who know its location have distractedly mentioned large orange footwear and a hooded figure wearing a sombrero before hurredly changing the subject (usually to their favourite soup... We're not sure why this is). It would be a kind, loving gesture to let you know where such a pleasant, mysterious building lies - a building which conjures thoughts of croutons floating in flavoured water... But we're not going to. It's much more exciting to find it yourself :D.

Author's Hideout

So far not too sure how to get access, I suspect it has something to do with your Distinction as your upgrades will work better the higher it is.

Divine Intervention: Use it to kill the enemy you are above, you will not get any XP or skills however useful if they like to retreat hold, whether it works or not depends on Distinction Level.

No Experience Loss: You lose no experience points when you die.
